The "Bundesagentur für Arbeit" collects data on the current salary averages and takes this as a base for all decisions in relation to work permits (necessary for the obtention of visa and residence permits). It does so by taking into consideration different job categories and regions within Germany. To be on the safe side, you should at least be in the “middle” (see example below) and best choose your city.
